| The Windsor Locks Facility is a 56 MW (gross) natural
gas-fired generating facility located in Windsor Locks, Connecticut.
The Windsor Locks Facility is a combined cycle generating station
comprised of a 40 MW General Electric natural gas fired turbine
and a 16 MW General Electric steam turbine and was commissioned
in 1990.
The majority of the output of the Windsor Locks Facility is governed
by the terms and conditions of a power purchase agreement with Connecticut
Light and Power Company. The original agreement was signed in 1986
and expires in April 2010. The facility also delivers thermal steam
energy and a small portion of its electrical generation to the Ahlstrom
owned specialty fibre composites mill located adjacent to the generating
station pursuant to an energy services agreement ending in January
2018. Energy payments under both the power purchase agreement and
the energy services agreement are fully indexed to the cost of natural
gas consumed by the facility.
